Before you hire

Defining where a boundary legally sits is restricted work: under the Cadastral Survey Act 2002 only a licensed cadastral surveyor, or someone working under one, may carry out a cadastral survey, and you can check any name against the Cadastral Surveyors Licensing Board register. Other survey work, such as a topographic survey for a designer or setting out a building, carries no such restriction. Ask which kind of survey you are buying, whether the job includes lodging anything with the council or Land Information New Zealand, and how long that takes, because the fieldwork is often the short part.

Before you hire a land surveyor in South Auckland

How much does a land survey cost in New Zealand? expand_more

A boundary survey that re-establishes and marks existing boundaries runs from $1,500 to $3,500, based on figures published by surveying firms. A topographic or site survey for a designer costs $1,500 to $3,500, though one firm's worked examples show the same job ranging from $1,200 to $2,050 depending on terrain, vegetation and access. A building location certificate, confirming a new building's position and floor level after construction, sits at $600 to $1,500. A full subdivision survey through to new titles ranges from $3,000 to $10,000, and these are firm-published figures rather than independently verified market averages.

Does a land surveyor have to be licensed in New Zealand? expand_more

The licence attaches to cadastral work, meaning surveys that define or redefine legal boundaries or support the creation and alteration of records of title, not to surveying as a whole. Under the Cadastral Survey Act 2002, only a licensed cadastral surveyor, or a person acting under the direction of one, may do anything for the purposes of a cadastral survey, and only a licensed cadastral surveyor may use that title or hold themselves out as one. The Cadastral Surveyors Licensing Board licenses cadastral surveyors and runs a public search, so you can check a licence before engaging anyone for boundary or title work. Topographic surveys, set-out surveys and engineering surveys are not restricted, so a competent surveyor without a cadastral licence may lawfully carry those out, which is why you should match the licence to the job rather than assume it.

Which kind of land survey do you actually need? expand_more

A boundary survey, also called a re-peg or boundary definition, re-establishes and marks the legal boundary on the ground, and is what you need for a fence on the line, a boundary dispute, an encroachment or a building set close to the boundary. A topographic or site survey maps levels, contours, features and services so a designer or engineer can draw against real ground, but it says nothing about where the boundary runs unless boundary work is specifically included in the brief. A set-out survey puts an approved design back on the ground for a builder, a building location certificate confirms after the fact that a new building sits within consent conditions, and a full subdivision survey runs the cadastral process through council and Land Information New Zealand (LINZ) to new records of title. Boundary and subdivision surveys are cadastral work and must be carried out by or under the direction of a licensed cadastral surveyor. An existing fence, hedge or wall is not evidence of where the legal boundary runs and is frequently not on it. Reviewers noted that the best firms explained the result in plain terms and, in one case, the surveyor was willing to deal directly with a neighbour over a disputed fence line.

What are the warning signs of a land surveyor to avoid? expand_more
  • A quote that covers the field work but not the plan, the report or the Land Information New Zealand (LINZ) lodgement and title fees, so the final invoice lands well above the figure you agreed.
  • Long silences between the site visit and delivery of the plan, with a subdivision drifting months past the timeframe given at the outset.
  • Pegs placed on the ground with no written report or plan to explain what they mean or how they were established.
  • A surveyor who will not explain the result in plain language or speak to an affected neighbour when a boundary is in dispute.
  • Work started before the fee, scope and deliverables were confirmed in writing.
  • Boundary markers not registered with LINZ after a cadastral survey, which makes the result unusable for title or consent purposes.
What should you ask before hiring a land surveyor? expand_more
  • Ask which type of survey the job actually needs and what that survey will and will not tell you, since asking for the wrong one wastes money.
  • If the work is cadastral, ask for the name and licence number of the licensed cadastral surveyor who will sign the plan, then check it on the Cadastral Surveyors Licensing Board public search.
  • Ask for a written fee breakdown that separates the field work, the plan, the report, any LINZ lodgement and new-title fees, and any council consent fees, and confirm whether the figure is GST inclusive.
  • Ask whether existing survey records for your specific title have been checked before the quote was prepared, since the completeness of those records is what decides how much boundary work is needed and therefore what the job costs.
  • Ask how long the field work, the plan and, for a subdivision, the full process to new records of title will take.
  • Ask whether pegs will be marked on the ground and a written plan supplied, and who will communicate with neighbours if a boundary is in dispute.
