The limits are set by the NZTA Vehicle Inspection Requirements Manual (VIRM), which is what a Warrant of Fitness inspector applies, and they are measured on the finished glass and film together with a 5% tolerance. No film may be fitted to the windscreen except a transparent anti-glare band along the top edge that does not extend below the folded sun visors, front side windows must let through at least 35% of visible light, and on a passenger car the rear and rear side windows must also stay at 35% or above and can carry film only if external rear-view mirrors are fitted on both sides.
Vans and utes have no minimum VLT for film behind the driver provided both external mirrors are fitted, and on any vehicle film must not produce a mirrored effect that could dazzle other road users or bubble in a way that impairs vision. Ask your installer for the finished VLT reading, not the film's rating, because a film rated at 35% measures lower once it is on the factory glass, and if a wrap changes your car's main colour the closest matching colour can be updated on the Motor Vehicle Register using NZTA form MR16, change of vehicle details.
