Residential structural engineering on a new build runs roughly 1 to 5 percent of total construction cost, so on a $1,000,000 build that is $10,000 to $50,000 covering design, documentation and construction monitoring as a package. For specific scopes, published job ranges excluding GST are: a simple house alteration at $1,000 to $3,000; a new dwelling designed to NZS 3604:2011 at $3,000 to $7,500; a hillside or architecturally non-standard house at $5,000 to $20,000; a retaining wall at $3,000 to $5,000; an initial seismic assessment at $2,000 to $4,000; a detailed seismic assessment at $5,000 to $20,000; and a producer statement on its own at $600 to $1,500. Does a structural engineer have to be chartered, and what is a producer statement? expand_more
The Chartered Professional Engineers of New Zealand Act 2002 protects the title Chartered Professional Engineer and the abbreviation CPEng, describing the status as a mark of quality signifying the attainment and maintenance of a particular standard of competence (section 3). Using either title without being registered is an offence carrying a fine of up to $5,000 under section 7. Engineering New Zealand is the Registration Authority, and section 19 requires it to maintain a public register, which is searchable alongside its members directory on the Engineering New Zealand website. Crucially, the title structural engineer on its own is not protected in New Zealand, so anyone may use it, and the check that actually matters is whether the person who will sign your work appears on the CPEng register, not what their business card says, since some councils and some scopes of work call for a CPEng specifically. A producer statement is a written professional opinion an engineer provides to a council as evidence that building work complies with the Building Code: a PS1 covers the design and is submitted with a building consent application where an engineer carried out the structural design, while a PS4 is issued on completion where the engineer monitored construction. Councils commonly ask for both, and the council decides what it will accept and from whom.
When do you need a structural engineer rather than a builder or an architect? expand_more
Engineering input is needed when the work falls outside the standard solutions already covered by NZS 3604:2011, the timber framing standard, because a builder following that standard on a straightforward job may need no engineer at all. Jobs that cross that line include removing or altering a load-bearing wall, adding a storey or a heavy roof, a deck or structure on posts outside a standard solution, a retaining wall above the consent exemption height, foundations on soft or sloping or filled ground, underpinning, and assessing damage after an earthquake, a flood or a vehicle impact. An architect or designer decides how a building looks and functions, while a structural engineer decides whether it stands up, and these are separate roles that sometimes overlap on the same project. A geotechnical engineer, not a structural engineer, investigates and reports on the ground itself, and a structural engineer usually wants that report before designing foundations on difficult ground, so confirm which one you are being quoted for before signing anything.

- –A council request for information on the consent becomes the client's problem to relay and resolve rather than the engineer dealing with it directly.
