A pool that holds more than 35,000 litres needs a building consent, and the barrier around any pool 400 mm deep or more needs one whatever its size, because under the Building Act it must keep out unsupervised children under five. How much does it cost to build a swimming pool in New Zealand?

A fibreglass shell installed runs about $35,000 to $55,000 for a standard size, rising to $65,000 or more for a large or premium-colour shell. Concrete pools start at roughly $55,000 to $80,000 for a standard 8 by 4 metre design and climb to $150,000 or beyond for larger or shaped builds.

A plunge pool starts at around $25,000 in fibreglass or $35,000 in concrete. The shell price alone can be half the finished cost once you add the barrier, heating, consents, paving and site work.

Does a new pool need a building consent and a fence in New Zealand?

Under the Building Act 2004, any residential pool with a maximum water depth of 400 mm or more must have a physical barrier that restricts access by unsupervised children under five, and that obligation sits with the pool owner and the occupier, not the builder. The barrier always needs a building consent because Schedule 1 of the Act expressly excludes pool barriers from every standard fence exemption.

The pool itself needs a building consent unless it holds 35,000 litres or less and is supported directly by the ground. Each council must have the barrier inspected at least once every three years, and under section 168 of the Act ignoring a notice to fix a non-compliant barrier can result in a fine of up to $20,000 for an individual.

Should you choose a concrete or a fibreglass pool?

A fibreglass shell is made in a factory and craned into the excavated hole, so on-site time is short and the smooth gelcoat surface needs less chemical balancing and brushing over the years, but your shape and size options are limited to the moulds the manufacturer produces and the site needs crane access. Reviewers who had fibreglass pools installed noted that builds moved quickly and the finished pool held up well years later, with one owner reporting their pool looked as good as new three years on. A concrete pool is built on site so any shape, depth or size is possible, which suits a sloping or awkward section, but the interior finish in plaster, pebble or tile will need resurfacing over the pool's life, and reviewers who had resurfacing work done confirm it is a real and recurring cost to budget for.

What are the warning signs of a pool builder you should not use?

  • –Ask how long the build takes from excavation to handover and what happens to the programme and the cost if rock or groundwater is encountered.
  • –Ask who designs and builds the barrier, and whether it will be submitted to council for sign-off before the pool is filled.
  • –Ask for the full terms of the structural guarantee on the shell or concrete and the separate workmanship warranty, and check whether either is transferable if you sell the property.
  • –Ask for contact details of customers whose pools are at least two to three years old so you can ask about long-term durability and after-sales support.
