The shell price alone can be half the finished cost once you add the barrier, heating, consent fees, paving, and site work.
Does a new pool need a building consent and a fence in New Zealand? expand_more
Under the Building Act 2004, any residential pool with a maximum water depth of 400 mm or more must have a physical barrier that restricts access by unsupervised children under five, and that duty sits with the pool owner and the occupier, not the builder (sections 162B and 162C). The barrier always needs a building consent, because Schedule 1 of the Act expressly excludes pool barriers from every exemption, regardless of the fence height (clauses 21 and 23). The pool itself needs a building consent unless it holds 35,000 litres or less and is supported directly by the ground (Schedule 1, clause 23), so most full-size in-ground pools require consent. The council, or an independently qualified pool inspector it accepts, must inspect the barrier at least once every three years (section 162D), and ignoring a notice to fix a non-compliant barrier can result in a fine of up to $20,000 for an individual (section 168). A spa or hot tub with a water surface of 5 square metres or less can use a compliant lockable cover instead of a fence. There is no licence for pool builders in New Zealand; SPASA New Zealand (Swimming Pool and Spa Association) is the voluntary industry body, with a Master Pool Builders tier you can check membership against. Ask your builder who will apply for the consent and who will design the barrier, because the pool cannot lawfully be filled until a compliant barrier is in place.

A fibreglass shell is made in a factory and craned into an excavated hole, so on-site installation is quick and the smooth gelcoat surface needs less chemical attention, but shape and size are limited to what the manufacturer moulds and the site must allow crane access. A concrete pool is built on site, which means any shape, depth or size is possible and it suits a sloping or difficult section like those reviewers mentioned, but the build commonly takes two to four months and the interior finish, whether plaster, pebble or tile, will need resurfacing every 10 to 15 years. Whichever type you choose, ask for the structural guarantee on the shell or structure separately from the builder's workmanship warranty, because they are different documents covering different things.
