Before you hire a pool builder on the North Shore

A pool that holds more than 35,000 litres needs a building consent, and the barrier around any pool 400 mm deep or more needs one whatever its size, because under the Building Act it must keep out unsupervised children under five. Ask whether the quote covers the consent, excavation and carting away the spoil, the barrier, and a registered electrician for the pump and heating, since that is where the price moves. Your council then inspects the barrier at least every three years, so it has to be designed to pass. There is no pool builder licence in New Zealand; SPASA New Zealand membership is voluntary.

How much does it cost to build a swimming pool in New Zealand?

A fibreglass pool runs about $35,000 to $55,000 for a standard size, rising to $65,000 or more for a large shell or premium colour. A concrete pool starts at about $55,000 to $80,000 for a standard 8 by 4 metre design, and $80,000 to $150,000 or more for larger or shaped builds.

A plunge pool starts at around $25,000 in fibreglass or $35,000 in concrete. The shell price alone can be half the finished cost once you add fencing at $200 to $550 per linear metre, a heat pump at $5,000 to $9,000, building consent at $1,500 to $3,000, engineering at $1,500 to $3,500, interior finish upgrades, and paving, and site factors such as rock excavation, clay removal, spoil carting, crane access, and retaining can push the final figure well above any initial quote.

Does a new pool need a building consent and a fence in New Zealand?

Under the Building Act 2004, any residential pool with a maximum water depth of 400 mm or more must have a physical barrier restricting access by unsupervised children under five, and that duty sits with the pool owner and the occupier, not the builder (sections 162B and 162C). The barrier always requires a building consent because Schedule 1 of the Act explicitly excludes pool barriers from every exemption (clauses 21 and 23).

The pool itself needs a building consent unless it holds 35,000 litres or less and is supported directly by the ground (Schedule 1, clause 23), so most full-size in-ground pools will need consent for both the pool and the barrier. Each council must arrange barrier inspections at least once every three years, and may accept a certificate from an independently qualified pool inspector (section 162D); ignoring a notice to fix a non-compliant barrier carries a fine of up to $20,000 for an individual (section 168).

A spa or hot tub with a water surface of 5 square metres or less can use a compliant lockable cover instead of a full barrier. There is no licence or register for pool builders in New Zealand; SPASA New Zealand, the Swimming Pool and Spa Association, is the voluntary industry body and maintains a Master Pool Builders tier you can check. Ask your builder upfront who will apply for consent and who will design and certify the barrier before the pool is filled.

Should you choose a concrete or a fibreglass pool?

A fibreglass shell is made in a factory and craned into an excavated hole, so on-site installation is quick, the smooth gelcoat surface resists algae, and day-to-day chemical maintenance is lower, but your shape and size options are limited to available moulds and the site needs crane access. A concrete pool is formed and sprayed on site, which means any shape, depth, or configuration is possible and it suits a sloping or difficult section, but the build commonly takes two to four months and the interior finish in plaster, pebble, or tile will need resurfacing every 10 to 15 years, a cost worth budgeting for from the start.

Reviewers who went concrete cited quality of finish and build speed as the things they watched most closely, and several noted that clear communication during the multi-month build made the difference between a stressful and a smooth project. Before signing, ask what the structural guarantee on the shell or shell warranty covers and for how long, and treat that as entirely separate from the builder's workmanship warranty and the manufacturer warranties on pumps and heating equipment.

What are the warning signs of a pool builder you should not use?
  • –A quote that leaves out excavation in rock or clay and spoil removal, then adds those costs once the hole is open and you have little choice but to continue.
  • –Large upfront deposits or progress payments that run ahead of the actual work completed on site.
  • –Finishing details such as tiles, corners, and boxing that are not square or flush, pointing to subcontracted work that nobody is checking.
  • –A builder who is hard to reach or stops responding once the final invoice is paid and small defects start appearing.
  • –Cracks, leaking joints, or tiles coming away within the first one or two seasons, which suggest the shell or finish was not given adequate cure time.
  • –A barrier that fails the council inspection because the builder did not design it to comply with the Building Act 2004 from the start, leaving the owner liable for a notice to fix.
What should you ask before hiring a pool builder?
  • –Ask for a fully itemised quote that lists consent fees, excavation and spoil removal, barrier design and installation, heating, electrical connection by a registered electrician, and any paving or landscaping, so you can see exactly what is and is not included.
  • –Ask how payments are staged against verified progress on site, and be cautious of any schedule that front-loads money well ahead of the work.
  • –Ask how long the build will take and what the plan is if rock, groundwater, or unexpected soil conditions are found during excavation, including who bears that cost.
  • –Ask who designs the barrier and how they will confirm it meets the requirements of the Building Act 2004 before the pool is filled for the first time.
  • –Ask for the details of the structural guarantee on the shell or concrete work, the builder's workmanship warranty, and the manufacturer warranties on pumps and heating, and get all three in writing before signing.
  • –Ask for contact details of customers whose pools are at least two or three years old, so you can ask about long-term quality and whether the builder responded when something needed attention after completion.
