A pool that holds more than 35,000 litres needs a building consent, and the barrier around any pool 400 mm deep or more needs one whatever its size, because under the Building Act it must keep out unsupervised children under five. Ask whether the quote covers the consent, excavation and carting away the spoil, the barrier, and a registered electrician for the pump and heating, since that is where the price moves. Your council then inspects the barrier at least every three years, so it has to be designed to pass. There is no pool builder licence in New Zealand; SPASA New Zealand membership is voluntary.

A standard fibreglass shell installed runs about $35,000 to $55,000, rising to $65,000 or more for a large or premium-colour shell. Concrete pools start at around $55,000 to $80,000 for a straightforward 8 by 4 metre build and climb to $150,000 or well above for larger or shaped designs. A fibreglass plunge pool can start near $25,000, making it the entry point for most Auckland buyers. The shell price alone can be roughly half what you spend once everything is added.
Does a new pool need a building consent and a fence in New Zealand? expand_more
Under the Building Act 2004, any residential pool that can hold 400 mm or more of water must have a physical barrier restricting access by unsupervised children under five, and that duty sits with the pool owner and occupier, not the builder (sections 162B and 162C). The barrier always needs a building consent because Schedule 1 of the Act expressly excludes pool barriers from every exemption, regardless of the fence height (clauses 21 and 23). The pool shell itself needs a building consent unless it holds 35,000 litres or less and sits directly on the ground; anything larger requires consent before work begins. The council, or an independently qualified pool inspector it accepts, must inspect the barrier at least once every three years (section 162D), and ignoring a notice to fix a non-compliant barrier carries a fine of up to $20,000 for an individual (section 168). A spa or hot tub with a water surface of 5 square metres or less can meet the barrier requirement with a compliant lockable safety cover, and fitting that cover needs no consent. There is no government licence for pool builders in New Zealand; SPASA New Zealand, the Swimming Pool and Spa Association, is the voluntary industry body, with a Master Pool Builders tier worth checking when you shortlist candidates. Ask your builder who applies for the consent and who designs the barrier, because the pool cannot lawfully be filled until a compliant barrier is in place.
Should you choose a concrete or a fibreglass pool? expand_more
Fibreglass suits buyers who want a faster result: the shell arrives from the factory and, once craned into the excavated hole, installation is typically done within one to three weeks on site, and the smooth gelcoat surface needs less chemical balancing and brushing than concrete. The trade-off is that shape and size are limited to what the manufacturer moulds, the shell has to travel by road, and the site must have crane access, something reviewers noted required careful planning even in tight suburban sections. Concrete is the right call for an awkward, sloping, or constrained site, or when you want a custom shape, depth, or a fully tiled finish, but plan for a build time of two to four months or longer, plus resurfacing of the interior finish every 10 to 15 years as a recurring cost to budget for.
