A fibreglass shell craned into an excavated hole runs about $35,000 to $55,000 for a standard size, or $65,000 and up for a large shell or premium colour. Concrete pools built on site start at around $55,000 to $80,000 for a standard 8 by 4 metre design and reach $150,000 or more for larger or shaped builds. A fibreglass plunge pool starts at about $25,000. The shell price alone can be roughly half the finished cost once extras are counted.
Does a new pool need a building consent and a fence in New Zealand? expand_more
Under the Building Act 2004, any residential pool with a maximum water depth of 400 mm or more must have a physical barrier restricting unsupervised access by children under five, and that duty sits with the pool owner and occupier, not the builder (sections 162B and 162C). The barrier always needs a building consent because Schedule 1 of the Act expressly excludes pool barriers from every exemption (clauses 21 and 23). The pool itself needs a building consent unless it holds 35,000 litres or less and is supported directly by the ground (Schedule 1, clause 23). The council, or an independently qualified pool inspector it accepts, must inspect the barrier at least once every three years (section 162D), and ignoring a notice to fix a non-compliant barrier carries a fine of up to $20,000 for an individual (section 168). A spa or hot tub with a water surface of 5 square metres or less can use a compliant lockable safety cover instead of a full barrier. There is no licence for pool builders in New Zealand; SPASA New Zealand (Swimming Pool and Spa Association) is the voluntary industry body and runs a Master Pool Builders tier worth checking.
Should you choose a concrete or a fibreglass pool? expand_more
A fibreglass shell is manufactured in a factory and craned into the excavated hole, so on-site work takes one to three weeks once the shell arrives, and the smooth gelcoat surface needs less chemical balancing and brushing over its life. The trade-off is that size and shape are locked to the moulds available, the site needs crane access, and reviewers who noted helicoptering a pool in confirm that tight access adds cost and complexity. A concrete pool is formed on site, which means any shape, depth, or awkward slope is achievable and suits a difficult section, but the build runs two to four months or more, and its plaster, pebble, or tile interior finish will need resurfacing every 10 to 15 years, a cost to plan for from the start.
