Full window replacement, new frames included, starts at $25,000 and can reach $80,000 or more, making retrofit roughly 30 to 60 percent cheaper where frames are sound. These are installer-published figures, and no independent New Zealand source publishes glazing prices.

Is double glazing required by law, and does replacing windows need a building consent?

Nothing in New Zealand law requires an existing home to be double glazed. Building Code clause H1 sets minimum window insulation values for new housing, starting at R0.37 nationwide from 3 November 2022 and rising to R0.46 or R0.50 in colder zones through 2023, but an alteration to an existing home only needs to leave the window performance no worse than before.

Healthy homes standards for rental properties require ceiling and underfloor insulation, not double glazing, and the Warmer Kiwi Homes programme funds insulation and heat pumps, not windows. Under Schedule 1 of the Building Act 2004, window work in an existing home of up to two storeys is exempt from a building consent, except where the old window failed the durability code or where work affects a specified system, and exempt work must still meet the Building Code.

Should you retrofit double glazing into your existing frames or replace the whole window?

Retrofit makes sense when frames are sound: it replaces only the glass, leaves the join between the window and wall untouched, and costs substantially less than full replacement. Full replacement is the better call when frames are rotten, corroded or draughty, and it is the only way to get thermally broken aluminium, uPVC or new timber frames, which insulate better than old plain aluminium. Low-E glass has a thin metallic coating that reflects heat back into the room, and while double glazing keeps the inner pane warmer and reduces condensation, it does not remove moisture from the air, so ventilation still matters.
